Social Housing Leads the Way on Energy Efficiency

A new report from Sustainability for Housing, in collaboration with data experts Housemark, shows that the social housing sector is making strong progress toward energy efficiency goals.
As of 2025, 76% of housing association homes have achieved an Energy Performance Certificate (EPC) rating of C or above. This marks a major milestone as the sector works to meet national energy targets and improve living standards for tenants.
In the 2023/24 period alone, an estimated 100,000 homes were upgraded to EPC C or better. At this pace, it could take another 13 to 14 years to bring all social housing properties up to the standard.
Some housing associations are already outperforming expectations. For example:
Bromford: 89% of homes EPC C+
Orbit: 85%
Aster: 84%
A2 Dominion: 81%
To support further improvement, Housemark is developing a dedicated ESG benchmarking portal. This tool will help providers measure their performance, track progress, and enhance transparency in ESG (Environmental, Social, and Governance) reporting.
“At a time when transparency, consistency and credibility matter more than ever, this work provides a strong foundation for ESG reporting in social housing,” said Andrew Jackson, Director at Housemark.
The progress is promising—but the sector must maintain momentum to ensure all residents benefit from warmer, greener, and more affordable homes.
